Dr. Rolanda Horn, a two-time graduate of Alabama State University, has been appointed Vice President for Institutional Effectiveness and SACSCOC Liaison (Southern Association of Colleges and Schools Commission on Colleges) at Georgia Piedmont Technical College (GPTC) in the metro Atlanta area. Her new role, which began in September, involves leading strategic planning, assessment, accreditation and compliance across GPTC’s multi-campus institution.
Before joining GPTC, Dr. Horn served as Director of Assessment at Wallace Community College in Selma and also worked at ASU as the Quality Enhancement Plan Coordinator. Her career began in healthcare administration, where she developed a passion for compliance and organizational effectiveness.
“Institutional effectiveness means asking hard questions and leading with measurable strategies,” she said. “It’s about creating a culture where the institution regularly examines its own performance, learns from that examination, and makes meaningful changes to better serve students and fulfill its educational mission".
Dr. Horn earned her BS in Therapeutic Recreation (2000) and PhD in Educational Leadership, Policy and Law (2019) from ASU. She also holds master’s degrees from Auburn University at Montgomery and Troy University and is currently pursuing a second doctorate in Health Sciences at Faulkner University, expected in Spring 2026.
She credits ASU mentors like Dr. Christine Thomas, as well as Dr. Quinton T. Ross, Jr., for shaping her professional career. “ASU taught me that leadership is about creating space for others to lead,” she said.
Reflecting on her journey, Dr. Horn added, “I didn’t have a roadmap. I had to ask questions and rely on destiny helpers to guide me along the way”. I tell students: your journey doesn’t have to look like anyone else’s. Set goals and move forward. God is for you—believe that.”
She also shared her philosophy on purpose and leadership: “Our purpose isn’t found in a title—it’s found in how we impact humanity. Titles fade; It is how we treat people that matters.”
A Clarke County, Alabama native and military dependent, Dr. Horn also owns E.L.M.O. Family Support Services, LLC, serving children with developmental delays in west Alabama. She is a member of ASU’s 50 Under 50 Class V and received the Inaugural Distinguished Alumni Award in 2025.
